What decided it

The less than substantial harm to the setting of the Grade II listed building Earls House and the harm to character and appearance caused by the extensive hard surfacing and boundary treatments, which would not be outweighed by the limited public benefits of two dwellings, particularly given the existence of a more acceptable fallback position for four dwellings.
