What decided it
The proposal's delivery of housing on previously developed land in the most sustainable location within the plan area, combined with the demonstrated viability constraints preventing full contributions and the mechanism for viability review, meant it complied with the development plan as a whole despite limited conflict with certain policies.
The benefits of housing delivery and the modest but important contribution to boosting housing supply, combined with the scheme's location in the most sustainable part of the plan area and the limited harm from non-delivery of contributions given the small absolute demand generated, outweighed the limited conflict with LP Policies S45, S54 and S59 and the limited harm to the non-designated heritage asset (the pulhamite grotto).
