What decided it
The failure to demonstrate sufficient mitigation and compensation for loss of priority habitat, combined with localised harm to character and appearance, outweighed the moderate benefit of housing supply when assessed against the Framework as a whole.
The moderate benefit of housing supply and small benefits from economic, environmental and social factors were outweighed by substantial conflict with Framework policies on design quality and biodiversity protection, resulting in adverse impacts significantly and demonstrably outweighing the benefits.
