What decided it

The harm to character and appearance, potential noise nuisance to future occupiers, and lack of adequate private outside space would significantly and demonstrably outweigh the benefits of delivering one dwelling in a sustainable location when assessed against the Framework as a whole.

Under paragraph 11(d) of the Framework (due to the Council's inability to demonstrate a five-year housing supply), the modest benefits of delivering a family home in a sustainable location and contributing to housing land supply were outweighed by the significant harm to character and appearance, potential noise nuisance, and inadequate private outside space.
