What decided it
The harm to living conditions of both future occupiers (due to outdoor access to communal facilities) and neighbouring occupiers (due to noise from frequent comings and goings) significantly and demonstrably outweighs the benefits of additional housing supply in an area with serious shortfall.
The benefits of housing delivery and efficient use of land were given significant favourable weight but were outweighed by the adverse impacts on living conditions of future and neighbouring occupiers when assessed against Framework policies on well-designed, healthy places and high standards of amenity.
