The modest benefits of increased commercial space, sustainable location, and use of previously developed land were substantially outweighed by the very significant harms of employment land loss, inadequate family housing mix, poor living conditions for future occupiers, and unresolved flood risk and drainage issues; although the Council's inability to demonstrate five-year housing land supply engaged the tilted balance under NPPF paragraph 11(d), the adverse impacts significantly and demonstrably outweighed the limited benefit of five new dwellings.
