What decided it

The permanent nature of the screw pile foundations and the degree of attachment to the land, combined with the implausibility of moving the structure and the necessity for new foundations at any destination, mean the structure cannot realistically be categorized as capable of being moved and therefore does not meet the statutory definition of a caravan.
