What decided it
The absence of a five-year housing land supply and the application of the tilted balance under Framework paragraph 11(d) meant that the benefits of additional live/work units on a windfall site outweighed the conflict with the development plan's spatial strategy.
The benefits of effective use of land, two much-needed dwellings, economic benefits during construction and from local spend, and economic activity in the work units (attracting substantial weight but limited by small scale) outweighed the less-than-substantial conflict with the spatial strategy in Policies 2, 5 and 45(1) of the Local Plan when assessed against the Framework as a whole.
