The corrected analysis showing HMOs comprise under 8% of properties within 100m (not the Council's 15%), combined with the updated flood risk mapping placing the dwelling in Flood Zone 1 and the imposition of a Flood Evacuation Management Plan condition, satisfied the main policy requirements.

The benefits of providing housing diversity and complying with development plan policies outweighed the flood risk concerns, which were adequately managed through the Flood Evacuation Management Plan condition.
