What decided it
The unmitigated harm to the living conditions of residents at No 64 Newtown and future occupants of the replacement dwelling caused by noise, disturbance and headlamp glare from the proposed access, combined with the uncharacteristic form of backland development, meant the adverse impacts significantly and demonstrably outweighed the housing benefits under the tilted balance.
The modest contribution to housing land supply and local economic benefits were outweighed by the localised harm to character and appearance and the significant harm to the living conditions of neighbouring residents, particularly at No 64 Newtown, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
