What decided it
The limited visibility and screening of the track and access meant the changed use caused no harm to the character and appearance of the countryside or to the Conservation Area, allowing the scheme to be found in accordance with the development plan as a whole.
Having found no harm to character, appearance or the Conservation Area, and identifying highway safety and biodiversity net gain as benefits, the Inspector concluded the scheme accorded with the development plan as a whole with no considerations to outweigh that finding, so the balance favoured granting permission.
