What decided it
The Council's inability to demonstrate a five-year housing land supply, which engaged paragraph 11 of the Framework and meant that the benefits of housing delivery and the fallback position outweighed the conflict with the development plan.
The conflict with the development strategy and sustainability policies (moderate weight) was outweighed by the significant weight given to housing delivery in the context of a 2.78-year supply shortfall, the moderate weight of economic and social benefits, and the material consideration of the extant fallback permission for 2 dwellings on the same site.
