The proposal would conflict with the development plan strategy for housing and locate permanent residential development in an unsustainable location contrary to Policies OS1, OS2, H2, T1 and T3, and this conflict significantly and demonstrably outweighs the modest housing benefits even in the context of a shortfall in housing land supply.
The modest housing benefits and contribution to the wider redevelopment of the site attracted considerable positive weight in the context of the 4.34-year housing land supply shortfall, but the significant conflict with development plan policies on housing location and sustainability attracted greater weight, resulting in the adverse impacts significantly and demonstrably outweighing the benefits when assessed against the Framework as a whole.
