The substantial harm to the character and appearance of the area and the living conditions of future occupiers, arising from insufficient open space, excessive parking areas and a cramped linear layout, was not outweighed by the modest housing delivery and economic benefits.

The benefits of delivering 20 dwellings, 30% affordable homes, six Part M4(2) homes, and economic/social benefits were afforded moderate and limited weight respectively, but did not outweigh the substantial harm to character and appearance and living conditions; the tilted balance was engaged but the adverse impacts significantly and demonstrably outweighed the benefits.
