The cumulative effect of the cramped layout and density of the proposed development, combined with unacceptable impacts on privacy of future occupants and outlook of neighbouring occupiers, brings the scheme into conflict with the development plan taken as a whole, which cannot be outweighed by the limited housing benefit given the Council's demonstrated five-year supply.
The harm to character and appearance, privacy of future occupants, and outlook of neighbouring occupiers was afforded substantial weight and outweighed the limited weight given to housing delivery in the context of a demonstrated five-year housing land supply.
