The moderate housing benefits and small economic and social benefits from the proposal did not outweigh the less than substantial harm to the significance of the Church, Conservation Area and listed buildings, the failure to provide appropriate living conditions, the inability to demonstrate biodiversity protection, and the harm to highway and pedestrian safety.
