What decided it

The failure to submit the minimum national information required by article 7(1A) of the Town and Country Planning (Development Management Procedure) (England) Order 2015 regarding biodiversity net gain, which became mandatory when the proposal could not be secured as a self-build dwelling.

The benefits of housing supply, brownfield remediation and heritage enhancement were substantially outweighed by the failure to satisfy the statutory requirement for biodiversity net gain information at the application stage.
