The shortfall in five-year housing land supply and the out-of-date development plan, combined with the site's location on the edge of the settlement relating well to existing built form, meant that the benefits of housing delivery significantly and demonstrably outweighed the identified harms when assessed against the Framework as a whole.
The significant benefit of providing 2-4 additional homes in a borough with acknowledged housing shortfall, together with the potential to meet the community cluster guideline housing requirement and support young people staying in the area, outweighed the adverse impacts of harm to rural character and minor traffic generation, assessed against Framework policies as a whole
