The limited benefits of adding a single dwelling to housing supply and economic benefits during construction were substantially outweighed by the substantial weight given to conflict with the spatial strategy (albeit limited weight due to out-of-date supply position), locally limited harm to countryside character and failure to further the National Landscape purposes, and significant weight given to inadequate flood safety provision.
