What decided it

The failure to adequately demonstrate that the proposed development would have no harmful effect on great crested newts, contrary to paragraph 193 of the NPPF, which seeks to protect biodiversity.

The adverse impacts of the proposal, specifically significant harm to great crested newts, significantly and demonstrably outweigh the limited benefits of housing supply and other benefits from a single dwelling, such that the presumption in favour of sustainable development does not apply.
