What decided it

The site does not represent a suitable location for housing under Policy 1 because it is in the countryside outside the settlement boundary, the area lacks adequate services and public transport, and the Council can demonstrate a 5-year housing land supply, meaning the dwelling is not necessary to meet specific housing needs.

Although the proposal would not cause harm to character and appearance and would provide limited economic benefits, these material considerations do not outweigh the conflict with the development plan regarding the unsuitability of the location for housing.
