What decided it

The proposal conflicts with the up-to-date development plan's spatial strategy by introducing a new dwelling in the countryside outside defined settlement limits, and this conflict is not outweighed by the limited benefits of the proposal.

The limited weight attributed to the benefits of one self-build dwelling and associated economic and social benefits did not outweigh the significant harm to the housing strategy and the character and appearance of the area.
