What decided it
The location is not sustainable having regard to accessibility of shops, services and sustainable transport, and therefore the proposal fails to meet the grey belt exception in paragraph 155 of the Framework and constitutes inappropriate development in the Green Belt with no very special circumstances to justify it.
The substantial harm to the Green Belt by reason of inappropriateness and loss of openness was not outweighed by any other considerations, and very special circumstances do not exist.
