What decided it

The less-than-substantial but considerable harm to the setting of the Grade II listed Dogmersfield Park, a designated heritage asset of particular importance, which was not outweighed by the public benefits of housing delivery and could not be mitigated by landscaping conditions.

The harm to the heritage asset setting and character and appearance, combined with conflict with development plan policies on location and previously developed land, significantly and demonstrably outweighed the benefits of seven dwellings and housing supply contribution; the tilted balance did not apply due to heritage asset protection under NPPF footnote 7.
