What decided it

The combination of harmful impact on the conservation area character, unenforceable risk of noise disturbance from the flat roof area, and inadequate waste storage provision, which together conflicted with the development plan and could not be remedied by condition.

The Inspector did not undertake a planning balance exercise in the manner of NPPF paragraph 11 or equivalent; instead, the proposal was found to conflict with multiple development plan policies on distinct grounds, each of which was independently fatal to the appeal.
