What decided it

The less than substantial harm to the listed building's special architectural and historic interest, caused by the extension's conflicting contemporary residential style and form, outweighed the benefits of providing an additional dwelling and securing a viable use for the barn.

The benefits of housing delivery and securing an optimum viable use for the barn were outweighed by the less than substantial harm to the listed building's special interest, and the presumption in favour of sustainable development did not apply because policies protecting assets of particular importance provided clear reasons for refusal.
