The noticeable and material difference in the proportion of mortar to flint in the replacement section of the wall, which jars and diminishes the understanding of traditional materials and methods, resulting in permanent harm to the architectural and historic interest of Monxton Manor and the character and appearance of the conservation area that is not outweighed by the modest public benefits.
