The siting of the proposed access on a straighter section of road, combined with the 20mph speed restriction, light traffic volumes, absence of collision data, and the existence of similar substandard accesses in the area that function safely, demonstrated that the proposal would not create unacceptable highway safety impacts despite not meeting full visibility guidelines.
