What decided it
The Council's inability to demonstrate a five-year supply of deliverable traveller sites, combined with the substantial and long-term unmet need for pitches and the limited nature of the landscape harm, tipped the balance in favour of the development under the tilted balance test.
The harm to the character and appearance of the landscape, which would be localised and mitigated in time, was outweighed by the substantial benefit of addressing part of the considerable unmet need for pitches in the context of the Council's failure to allocate sites, applying the presumption in favour of sustainable development under Framework paragraph 11(d)(ii).
