Main issues, as the Inspector framed them
- Whether the proposed development would result in the unacceptable loss of a community facility
- The effect of this proposal upon the character and appearance of the area
- The living conditions of existing occupiers with regard to outlook, and the living conditions of future occupiers with regard to internal space and aircraft noise
- Highway safety with regard to car parking provision
What decided it
The cumulative adverse impacts arising from loss of community facility, harm to character and appearance, harm to existing and future occupiers' living conditions, and highway safety concerns would not be significantly and demonstrably outweighed by the modest benefits of housing delivery and economic activity.
The modest benefits of housing supply, efficient use of previously developed land, and economic benefits during construction and from future occupiers' patronage were outweighed by the cumulative harms of loss of community facility without demonstrated surplus, significant adverse effect on character and appearance, harm to outlook of existing occupiers, inadequate living conditions for future occupiers (noise and space), and unacceptable highway safety impacts; the presumption in favour of sustainable development did not apply.
