What decided it

The five-storey form would be at odds with the prevailing character of the surrounding area and would appear overly prominent and incongruous, resulting in significant harm that outweighs the modest benefits even under the tilted balance.

The significant harm to character and appearance, given its long-lasting effects and conflict with Policy PP27 and paragraph 135 of the Framework, significantly and demonstrably outweighs the modest and localised environmental, economic and housing benefits, such that the presumption in favour of sustainable development does not apply.
