What decided it

The harm to character and appearance caused by the cramped and incongruous positioning of the dwelling on the constrained site significantly and demonstrably outweighed the limited benefit of providing one dwelling in an area with an undersupply of housing land.

The limited housing benefit of one dwelling and minor environmental and economic benefits were significantly and demonstrably outweighed by the considerable harm to character and appearance when assessed against the Framework policies on well-designed places.
