What decided it
The Council's inability to demonstrate a five year housing land supply engaged the NPPF paragraph 11(d)(ii) tilted balance, which the substantial housing and affordable housing benefits were found to outweigh.
Significant benefits from general and specialist older persons' housing delivery and 14 affordable dwellings, together with minor benefits (biodiversity net gain, flood risk betterment, traffic calming), outweighed the moderate harm from the unsuitable location and limited harm to character and appearance, such that the adverse impacts did not significantly and demonstrably outweigh the benefits under paragraph 11(d)(ii).
