What decided it

The development would fail to maintain the area's prevailing character and setting and would intrude into the countryside landscape, and these adverse impacts significantly and demonstrably outweigh the benefits of housing delivery and other considerations.

The modest benefits of housing delivery, self-build provision, use of previously developed land and contribution to five-year housing land supply were outweighed by the considerable adverse impacts on character and appearance, conflict with the development plan, and failure to accord with key Framework policies on design and character.
