What decided it

A suitable and available alternative dwelling (rented in nearby Wetwang) was found capable of meeting the essential functional need, so an on-site second dwelling was not justified.

Conflict with Policy S4 and paragraph 84 of the Framework was not outweighed by other material considerations, so the appeal was determined in accordance with the development plan and dismissed.
