What decided it

The noise impact assessment demonstrated that subject to conditions controlling music volume to 37 dB LAeq, 15 min at the nearest residential receptor and restricting operating hours to 12:00-21:00, amplified music could be permitted without causing significant adverse effects on neighbouring residential living conditions or harm to Dartmoor National Park's tranquillity.
