What decided it
The significant harm to the rural character and appearance of the local area from the suburban appearance and limited spacing of three identical dwellings outweighs the modest benefits of one additional housing unit in the planning balance under paragraph 11(d) of the Framework.
Under paragraph 11(d) of the Framework, the modest social and economic benefits of providing one additional 3-bedroom dwelling and 10% biodiversity net gain were significantly and demonstrably outweighed by the significant harm to the character and appearance of the local area and the failure to achieve the environmental role of sustainable development.
