The benefits of housing supply, efficient use of previously developed land in an urban town centre location, economic benefits during construction and occupation, and bringing buildings in poor repair back into use do not outweigh the unsuitable location having regard to flood risk, the unacceptable living conditions for future occupiers, and the harm to privacy of neighbouring occupiers.
