The conflict with the Sheepy Neighbourhood Plan's housing distribution strategy, combined with the harm to character and appearance, significantly and demonstrably outweighed the limited benefits of providing a single self-build dwelling, particularly given the application of NPPF paragraph 14.
The benefits of providing one self-build dwelling with reasonable access to services and facilities and minor social and economic benefits were outweighed by the significant harm to character and appearance and the conflict with the neighbourhood plan's housing strategy, with the harm significantly and demonstrably outweighing the benefits when assessed against the Framework taken as a whole.
