What decided it
The Council's inability to demonstrate a five-year housing land supply, which triggered the tilted balance under NPPF paragraph 11(d), and the conclusion that the benefits of housing supply contribution and economic benefits significantly and demonstrably outweighed the conflict with Policies SS1 and SS6.
The conflict with Policies SS1 and SS6 was afforded limited weight due to the out-of-date development plan and housing land supply shortfall; the proposed development's contribution to housing supply and economic benefits were afforded significant weight and outweighed the limited weight given to policy conflict.
