What decided it
The poor design quality and incongruous appearance of the dwellings in a prominent location, combined with inadequate outlook to a main bedroom, meant the adverse impacts significantly and demonstrably outweighed the housing supply benefits under the tilted balance.
The benefits of housing delivery and use of a previously developed site, to which considerable weight was attached given the significant housing land supply shortfall, were outweighed by the demonstrably harmful effect on character and appearance and failure to meet Framework policies on well-designed places, resulting in adverse impacts that significantly and demonstrably outweighed the benefits.
