What decided it

The Council's inability to demonstrate a five-year supply of deliverable Gypsy and Traveller sites against an identified need, which engaged the Framework's tilted balance and outweighed the limited landscape harm.

Limited weight attached to the localised harm to the character and appearance of the countryside was outweighed by moderate weight given to meeting the unmet need for Gypsy and Traveller pitches, such that the harm did not significantly and demonstrably outweigh the benefits.
