What decided it
The less than substantial harm to the setting of the Grade II listed building Friday Farm, combined with the site's unsuitability having regard to the spatial strategy and accessibility to services, provides a clear reason for refusal under paragraph 11(d)(i) of the Framework notwithstanding the Council's inability to demonstrate a five-year housing land supply.
The modest public benefits of housing delivery, efficient use of previously developed land, and energy efficiency do not outweigh the less than substantial harm to the setting of the listed building, to which great weight must be given, and the conflict with the spatial strategy and sustainability principles of the development plan.
