What decided it
The planning obligation's insufficient certainty regarding the delivery of policy-compliant on-site affordable housing, which conflicted with Policy DHG1 and failed to meet the CIL Regulation 122 tests, constituted harm that outweighed the housing benefits.
The housing benefits and improved pedestrian connectivity were outweighed by the failure to secure adequate on-site affordable housing in accordance with policy, despite the proposal being acceptable in landscape terms and benefiting from the tilted balance due to housing land supply shortfall.
