What decided it

The significant and demonstrable harms to character and appearance, and to the living conditions of both existing and future occupiers, substantially and demonstrably outweigh the modest benefits of delivering one additional dwelling in an area with housing land supply shortfall.

The adverse impacts comprising harm to character and appearance, harm to living conditions of neighbouring occupiers, and failure to provide acceptable living conditions for future occupiers, when assessed against the policies in the Framework taken as a whole, significantly and demonstrably outweigh the modest benefits of contributing one additional dwelling to housing supply, such that the presumption in favour of sustainable development does not apply.
