What decided it

The moderate harm to character and appearance caused by the suburban appearance and incongruous materials of the proposed new-build dwellings, which would be significantly more harmful than the fallback barn conversion, outweighed the limited benefits of the scheme.

The limited benefits in energy efficiency, sustainable design and enhanced biodiversity, and the social and economic benefits of five new dwellings, did not outweigh the moderate harm to character and appearance and the conflict with the development plan.
