The low-intensity nature of coarse fishing activity, limited visitor numbers, restriction to designated swims, and site-specific context (size of lake, adjacent public rights of way, hard-bottomed characteristics) meant the development would not cause harm to the designated habitats and species, thereby satisfying the biodiversity policy requirements.
