The adverse impacts of granting planning permission, comprising significant harm to the character and appearance of the area and substantial harm to the living conditions of neighbouring occupiers through loss of privacy, would significantly and demonstrably outweigh the benefits of housing delivery when assessed against the policies in the Framework taken as a whole.

The benefits of housing delivery and efficient use of brownfield land within a settlement, afforded significant weight, were outweighed by the substantial weight given to the conflicts with Framework policies on good design, well-designed places and high standards of amenity, and the full weight given to conflicts with the development plan policies on character and appearance and neighbouring amenity.
