What decided it

The District's inability to demonstrate a five-year housing land supply, combined with the limited and localised landscape and visual impact on the Cotswolds National Landscape, meant the presumption in favour of sustainable development applied and the benefits of housing delivery outweighed the policy conflict.

The in-principle conflict with Policies BC1, OS2 and H2 (limited weight ascribed due to good access to Burford's facilities) and conflict with Policies OS2 and EH2 due to adverse landscape and visual impact on the Cotswolds National Landscape (substantial weight given to conserving and enhancing the National Landscape) was outweighed by moderate weight afforded to the provision of one new dwelling in the context of the District's substantial housing land supply shortfall and the presumption in favour of sustainable development, as the limited landscape harm did not amount to a strong reason for refusal.
