What decided it
The individual and cumulative harm to the Scheduled Monument, Grade II* listed Church, and Conservation Area, which are designated heritage assets of the highest significance, provides a strong reason for refusal under NPPF paragraph 11d that outweighs the modest housing and economic benefits of a single dwelling.
The modest benefits of one additional dwelling, short-term construction benefits, and social and economic benefits from occupation were outweighed by the substantial weight given to the conservation of designated heritage assets, particularly the Scheduled Monument, resulting in refusal despite the Council's lack of five-year housing land supply.
